NFIB - AND YOUTH EMPLOYMENTThe National Federation of Independent Business proposes to establish a chain of YBCAs which improve the effectiveness and competitiveness of small businesses throughout Australia. The initial YBCAs are to be activated in the ACT region as soon as possible. A direct by product will be a major contribution to youth training and employment, both in the cities and in country centres.
The program involves recruiting school leavers who have completed business studies and have computer skills. Students who do not intend to go on to further study have been targeted and invited to join a YBCA. Discussions with schools indicate that there will be 20 to 30 students in this category from each high school, each year, or about 240 per year in the total ACT region.
The ACT branch of the NFIB would like to recruit your independent business into the program. You either have computer equipment and are not utilising its fullest potential, or you don't yet have computers but want to evaluate their use. The YBCA manager will assign a qualified student to a panel of 3 to 5 businesses; each of you contribute part of their salary, sharing the cost of award level wages. You will NOT be responsible for any levies, charges, taxes, employment issues, unfair dismissal, etc. The students will work with your company and the others on a part-time basis; the resources of the YBCA will enable students to be involved with the latest technics and technology, thus benefiting your business's competitiveness.
Whether your problems are in stock control, in marketing of your products or service, or any other area, the cost to you will be less that $140 per week for a full days service. the students will have a full time job with the YBCA, with opportunities for fast track learning and a much wider business experience than would normally be available. They will receive in-house coaching from the YBCA and complete external informal and formal training, for example from TAFE, at no cost to you. In the longer term, and only if you wish, you may offer a full time position to the young person; or you may continue the part time contract with the YBCA.
The Government has been asked to make funds available to set up the initial YBCAs in Belconnen, Civic, Tuggeranong and Queanbeyan, and operate them for a year. This would cover the recruitment and salary of a coordination/manager for each centre, equipment for the centres, rent and other overheads including funds for promotion, project management and training of the coordinator.
The NFIB will run the YBCA program. Funding would flow from the government to the local branch where the YBCA operation is located. The ACT NFIB chapter is responsible for the identification and recruitment of suitable small firms to provide the part-time work opportunities in the geographic area covered by each YBCA. The Government's contribution is dependent on your involvement.
The proposed YBCA program deals with issues of small business viability and competitiveness, and its contribution to youth employment. Small business must play its vital role in this plan.
